The Department of Data and Innovation thinks into the future and creates innovative strategies and concepts to enhance the organization’s performance and efficiency. Officially established in July 2023, their goal is to set the standard of innovation and create the conditions and environment Sugar Land needs, to be a data driven city.
Sugar Land Insights
Sugar Land Insights is the City’s first open data portal. This portal provides easy access to data from a variety of sources and departments across the city. This information does not include private information entrusted to us by our residents. The City collects thousands of data points in the process of providing essential City services, ranging from data related to the permitting process, to streets related data, and data related to public safety incidents. These data points are essential for allowing us to effectively perform the services our community relies upon. Many of these data points are now available in a publicly accessible format on the open data portal.
We want our residents to feel empowered to access and utilize City data efficiently and to assist in identifying opportunities for innovation and improvement.
Key Features of Sugar Land Insights:
- Public Accessibility: The portal is open to everyone, including but not limited to residents, visitors, businesses, City employees, students, non-profits, and other municipalities.
- Data Utilization: Users can view, filter, download, or access data via an API for further analysis, reuse, or sharing. Each dataset is assigned an appropriate open license that provides in-depth terms of use.
- Continuous Improvement: The portal is iterative, with plans to expand throughout the year as more data and updates become available. Data updates are occurring more frequently as we are able to create automations and data pipelines. Users can provide feedback or request additional datasets through a suggestion and feedback form.

The Sugar Stat Performance Program empowers staff to move with intention by offering a comprehensive look at how Sugar Land measures success across different departments. Supplied with the correct tools and feedback, departments are able to develop meaningful performance metrics that are aligned with the City’s vision and long-term goals. This repository grants residents the ability to gain insights on how the city is operating and progressing toward our goals. Sugar Land’s Data and Innovation team is continuing to develop and add more departmental dashboards.

Bloomberg Philanthropies said, “The What Works Cities certification is an esteemed award that recognizes and celebrates local governments for the exceptional use of data.” Sugar Land’s journey towards WWC certification further cements our goal in becoming a data-driven decision-making organization. This certification ensures that decisions that impact our community are objective, evidence-based, and properly aligned with residents needs. Sugar Land earned the Silver Certification on June 17, 2024.
